The gallery is just a pinned pictures library, you can rename it if you want also. As for the photos layout it uses that's tracked here https://github.com/files-community/Files/issues/5058. You can check there or click subscribe in the right sidebar for updates.

I apologize if I'm misunderstanding this post but, are you saying you can add the "gallery" from the current Win11 explorer to Files?
