How did you imagine the users would use the tab management button?
I'm assuming it wouldn't have any badging or notification states at all, so wouldn't alert the user about things
We could have a pointer over state, so when hovering over it, they would know to click it
It would be good to decide on what you want from the tab management, before implementing any icon or UI
