Have you install a unofficial/modified (EG. Disabled windows update, removed the Microsoft store, used a debloat program/script) version of Windows?

You will have to enable them so that the depencides for Files can be installed.

If you install Windows from the official ISO/installer then yes. It would also work on a official Windows 10 install if you want to use that
