The Metronome app I installed for violin practice on my iPhone 17 Pro is using 9% of my battery. I have attempted to disable live activities but am unsure if this is the correct term for background activity. I have also noticed that background activity can be turned off entirely. Would this be a suitable solution? What other measures can I implement to conserve battery life?

There's no actual reason to turn off personal hotspot. The control merely selects whether other people can see it or not
