I am currently using an iPhone 16 Pro Max and I want to upgrade to iPhone 17 Pro Max.
Currently, my 16PM is 1TB and it's currently taking up 929.04GB.
Should I go for the 17PM 1TB and just get the 2TB iCloud or should I just go buy the 2TB version of the 17PM?

is the majority of your storage being taken up by photos/videos, files, mail, and messages?
if so, those could be put in icloud.
otherwise, id recommend upgrading.

so use icloud.
it may take some time to sync, around a day or two.
when using icloud photos, choose this option.
