Would this be a good enough monitor for m4 mac mini?
I was told that it would be bad quality with macs unless I go for more high quality displays

You won’t be gaining any more screen real estate going to 4k, but you will gain much higher quality text and images.

Smaller text can look especially bad on 1080p.

This should be okay. Quad HD is 1440p, which also isn’t great on macOS — so I’d aim for at least UHD (4k/2160p)

And if you're too used to the "Apple Displays" on macbooks then you'll probably feel weird about it
