Is it safe to upgrade my iPhone XR with iTunes using an IOS file from ipsw.me?
Also, the ipsw is called .....Restore.ipsw, can I use this file to update instead of restore and maintain my data in the process?

Well, to update you’ll prob need to delete some stuff
Tip: go to Settings > General > iPhone Storage and find large apps, then Offload them - this keeps the data but removes the actual app, so when you redownload it you won’t lose any data

My cousin got a 16 Pro Max last week
256 GB model
System data is taking up about 6 GB, this is too much.
You got 10 GB from iOS alone as well that's quite a lot of storage
They need to optimize it somehow

I've restored my iPhone like 4 months ago, got it to about 3.7 GB, but now it's back up again 😂

No worries I offloaded a couple of apps and updated successfully
I also did a force reset using the volume up down and power button the system data went down by 4 GB, a bit back up now but it's fine
I'm gonna upgrade soon my device is 64 GB
