Clean Up not downloading

I wanted to clean up something on my new pic and it started downloading it and was almost done and i had to do something else so i candeled and updated to 18.1.1 and now when j try to use it its stuck like this
iPhone 15 Pro
iOS 18.1.1

I tried restarting

There was a similar issue with 18.2 beta 3 and some devices that they said has a fix. I’d say plug the phone in, make sure you’re on WiFi, do a forced restart and give it some time. i
