No, I've tried on several networks
I used cellular data, and tried connecting to some cafe wifi
and i had a friend try it out for me on his own computer and network

i can recommend you wait for about 24hours or so and try it again, as you might have made too many attempts and gotten rate limited, make sure your date & time is correct, reset your network settings and try again (after 24hours) and if it doesnt still work, you would have to contact apple and relay your issue as they would be able to help you in creating it

Also since it’s new you can try resetting it via a computer
But thats not even possible because in order to do so I need an apple account

Connect to a computer and click Restore
It completely resets the phone again

what country are you in (to find the apple's contact email address for your country)
Potentially, but you might try other things first and use that as a last resort
