Shut down your Mac, then turn it back on and then immediately and I mean immediately press

Option Command P R

Eg Option + Command + P + R
Hold for about let’s say 10 seconds or 15 tops then let go

@flat thunder Are you able to open a app via Spotlight search, if you can try to open settings

See if "Hide Dock" and "Hide Menu Bar" are enabled for some reason

ok so i just reinstalled the sonoma version of macos so for now its working thank you though
