I can get either these two, is it worth the extra $$$ for 16gb?

$3500 is the cheapest for pro chip

i think you still should be fine without the pro chip and just went with normal m3

Is the performance jump big?
the chip is the same
you'd get a nicer screen
120hz vs 60hz
mini led vs lcd
iirc some better speakers
and more ports
