You have to hold the power button, and plug your iPad into a computer in quick succession. Keep holding the button until the recovery screen shows up

On iPads with home buttons, yes actually you do use the home button

Ipad 8th gen

I tried presing the power Button and home Button while the iPad is connected to the iTunes and it still didn’t enter recovery mode

Shut down the iPad first by pressing the power and home buttons at the same time, and keep holding until the Apple logo shows up and eventually disappears again. Then try again with plugging it in while holding the home button
