Astral quests are harder/longer quests and which remain unlocked even after UA. for example kill 1000000 goblins or use 500 portals (temporary items can be used). The rewards would also be kept after UA. In fact, these are quests that you only do once and you don't need to do them again after UA.

You can't kill scorpions until after you UA once, and a quest is locked behind that. So technically normal quests progression is the same thing

I do think that permanently having the souls flask and souls gather unlocked after a UA would ge a very good idea. Speeds up post-UA progress a ton
