There will be reasons to seek other weapons and one another if there is fast lava. Then there will be a fight for the high ground, and if the one currently holding the high ground uses all his ammo, he will have to seek another weapon. The same goes for the player contesting it. He will have to challenge the holder of the high ground, and often times, he will have access to the weapons that lays further down on the map, so he can waste more ammo when contesting. When playing competitive try harding 1v1(not for everyone, i get that), it's also alot about trying to bait your opponent into using all his ammo while you still have some left, or a sword. Then you can chase him down. At that point, when someone gets chased, they will often pick up any weapon just to be able to pose a threat towards the chaser. So there isn't really that much danger of not reaching for certain weapons.
Also, even though I say that I want balance, that doesn't mean that every weapon should be equal in all situations. Some weapons can be good in close range, some can be good when you are getting chased down, some can be good on longer range and so on. Of course there are limits to the situational differences that can be made, but this is the type of "imbalance" that I want, rather than some weapons simply being better than others in pretty much every situation. But it's of course not an easy thing to make it this way at all.
