0.0.0.0 means any IP Addresses. You should not put that in the browser, instead use your minecraft server's IP.

i am putting in my server address of 192.168.1.147:8123
it doesnt load
in logs it has the below error on start/restart
[10:42:51 ERROR]: [dynmap] Failed to start WebServer on address 0.0.0.0
The TCP-port the webserver will listen on.:8123 : Unresolved address

Looking at the logs, you provided it says that the web server did start. I don’t see anywhere in the logs where it says failed
It started after
But the website wouldn't load still
When I put the IP and the port
So the web server loaded, but the site does not load.. is it a black screen or a 404 error
Nothing shows it has the Google cannot connect page like it doesn't exist

is the server on your own PC / Network or are you trying to connect to an external server over internal IP?

can you try seeing if the webserver uses that port on the machine?
ss -tuln | grep 8123
