Set the webserver-port setting to something higher than 1024 and then restart your server, then put the server ip in the browser with the port you set at the end (ex: http://123.123.123.123:7683)

no that isn't your ip, do you have a tab named network, it should be a number in this format 000.000.000.000, once you have the ip, then you add a : and then the port number so it looks like 000.000.000.000:0000

0.0.0.0 means any IP Addresses. You should not put that in the browser, instead use your minecraft server's IP.
