Is there a way for the authentication on the webserver, to only be accepted if the player is online and is using the same IP address as on the server? (So the player cannot give his username and password to someone else)

If I remember correctly there should be two config entries named use-player-login-ip and require-player-login-ip. Turning that on should achieve the thing you are looking for.

You should also enable block-banned-player-chat if you want to prevent banned players from chatting

However people could still log into other people their dynmap.
