ive attempted to follow multiple setup tutorials and i end with "Failed to start WebServer [ip address] : Failed to bind"

not sure what it is because it seems like everything else is working

Failed to bind means the port you are trying to used is already in use.

comment out webserver-bindaddress: or set it to 0.0.0.0 and you need to use a port that is Open and not in use by another application

0.0.0.0 means any IP Addresses. You should not put that in the browser, instead use your minecraft server's IP.
