Read 3 things:

1st is requesting a personal vehicle and park it right in front of the garage u need to deliver the car

2nd is to enter the garage in 1st person

3rd id to enter while the interaction menu is opened.

Last one worked for me. Althogh im a Pc player, people in reddit (PS5 players) said the 1st person thing worked

What u can do it take the car near garage get out of it and kill urself then just enter the garage with the vehicle

No need help with this one anymore, killing urself is useful* for this bugged mission

i got this problem too.
what i personally did was joining new session,
then start the mission all over and deliberately fail the mission (e.g: do suicides, destroy the lowrider, etc)
then quick restart and carry on with the mission till the end,
and problem solved
