first you have to get to the merryweather compound, then kill like 20-30 guards(in the dock so u cant use ur chopper here). once u do it, u have to open 3 levers which r at different levels(u have to climb up). Once the gate is opened, you have to drive the patrol boat(which is slow af) to lsia and meanwhile 2 buzzards(which will spawn more if u blow them) will be shooting at you.
