For the Act I, The Data Breaches, the best facility would be the Grand Senora Desert Facility. For Act III, The Doomsday Scenario, the best facility would be the Sandy Shores one, because it's the closest to where people choose between Barrage or Khanjali. Keep in mind, if you are trying to do Elite challenge for the Act III, the timer starts when you reach the Khanjali/Barrage, not when you leave the facility. All of this is due to preparations and setups locations.
