As far as I am aware (simply cuz I’ve gotten the “just for you” ads) it usually means they’re REALLY trying to get you to purchase something with real life money (aka a shark card) which THEN gets you a rebate. It usually means you personally have never spent any actual money on GTA aside from the game itself and yes, sometimes those ARE “just for you” as the game says cuz I’ve had some ads like the one shown without my friends ever getting the same ad.

Now, if in this case it’s not “just for you” and it’s available for everyone, then you just gotta purchase your auto shop, wait 72 hours (aka 3 IRL days) and you’ll receive the money when you log in after the 72 hours. It’ll be upon you logging in though, like it’ll be the black screen that says “congratulations this amount of money was added to your bank account” message. You’ll NEVER get rebate money while in game.

It seems like if the player is speeding (unsaid speed limit?), it triggers such behaviours from NPC drivers.

Turning into your lane (sometimes even from the opposite side of the road), stopping in the middle of an intersection, etc.

Another note: NPCs seem drive a lot slower than the speed limit. In reality, most drivers drive at the limit or 10 km/h over. At least that's how it is where I live.
