if you're gonna game on pc, especially a machine you use for other stuff too, it helps to be able to troubleshoot effectively yourself

at this point i'd suggest actually blowing away everything, make sure you aren't running anything else in the background, and starting over again

i.e. a complete, manually completed uninstall (i.e. gta leaves some stuff like your profile data and info related to r* launcher behind, delete those too - google for details)
