What this does is that it makes your wifi slower so that gta online will put you in a lobby where only your connection can be stable

So anyone who joins will get kicked out unless they have the same connection has you

And if your wondering if it's safe yes it's safe no you won't get banned for it

That just brings you into a server where people will join in later
