I have the criminal enterprise pack, and it was helpful to get the free ceo office, the cash business, the weed business is too far away (and weed isn't particularly profitable). the cash biz is in a decent location tho so you can grind that, but without the upgrades it takes a lot longer. but you get a lot of cars and outfits for free (but there's also cars for free that you can get just in game anyway that are decent)
