Granted, it's not like the Kosatka Sonar Jammer is the only way to infiltrate the island. You can always do the Longfin or Alkonost for example- you'll just spend an extra minute or two getting to the back of the mansion where the drainage tunnel is.

Also, if the stars are aligned and you have the disguise + truck up at the airfield, you can opt for the Vellum. You just have to spend 10k to have your weapons stored in the hangar.
