I re-downloaded GTA on my PC and it's stuck at half the FPS of my refresh rate always (If it's 60 then it's 30fps ingame and if it's 40 then it's 20fps in-game) I tried everything from getting my graphics to lowest to changing V sync to everything. Any help???
