imo, there will always be some cheated accounts with how many players play the game. If I'm being honest, you can only enforce the rules on so many players. There's bound to be some that are overlooked or missed for periods of time...

The hope is that eventually everyone will be punished accordingly for breaking rules, but it's unlikely that there will be a point where every single account abusing things like this will be banned, and for it to stay that way for any period of time. there will always be someone breaking the rules at this large of a playerbase and theres not much more R* can do about it...

The best way, in my opinion, to deal with that as a player is to ignore those players as long as it's not interfering with your playing experience, then realistically, there shouldn't be an issue.

To be clear, that's not for modders, mostly people who break rules like I mentioned originally with cheated items and not actually causing harm

I generally even set it to closed, so nobody can join, sometimes, only sometimes they're faster than me and will join before I closed it, if I really don't want them I'll kick them off, for example on a cayo heist, I don't want others, so I kick them, but there are some heists like cluckin' bell I don't mind someone joining me

that will then default the jobs as matchmaking off
some jobs override it however but i don't believe cluckin is one of them
