anyway, regarding this, if you never changed your gpu, what gta 5 now does is shows VRAM used of other apps outside of the game itself

only way to increase your VRAM is by buying different GPU that has more VRAM"
as of getting it out of red
first of all turn off "Ignore Suggested Limits", its at the very top
after that tweak settings and find ones that affected the bar the most, turn them down

you can also try using frame scaling
it will downgrade image quality (game will render at lower resolution than your screen, and then scale up to match it, it looks more blurry, but its one way to noticeably improve perfomance)
