the simple unfortunate fact is that joining publics is getting worse because
a) various aspects of it has been patched into oblivion against cheaters etc
b) as gta ages out more and more people from countries which have potato internet or where ppl tether most of their connections are joining
c) the likelihood of you being one of b) is also higher
d) and even if you aren't, then you're probably going to be joining a session containing b)'s which means it will take longer to join

for me it can sometimes take even longer but that's by choice - I often block country IP ranges for China and India for one and kick anyone with a bad connection, which means it takes GTA matchmaking longer to assemble a lobby where I'm not blocking a peer

for that reason i do often go into invite only first so that I can get invite only things done then go public to do what i intended to do in public
i'd recommend that to anyone these days
