I think the salvage yard personally. I've not done a single contract but towing cars doesn't cost the player anything. As long as you're willing to do the work, every dollar you make is profit. The garment factory on the other hand doesn't interest me in the slightest so I can't say much about it. Fast travel to certain places around the map become available but nothing else interests me.
Tow truck jobs are easy by the way. The police aren't after the truck and the owner never shows unless you wait. I always take the extra few seconds to spawn something in just in case the police are called - leave the area and come back. No interruptions.

Don’t buy things just because of some bonus or discount. I enjoy doing the work but understand not many people do. I don’t have a lot of information about the garment factory but you want to buy things you actually plan on operating and do what you want.
I value not spending money on anything I don’t have to do every dollar I make is profit but you gotta do what’s best for you.
