Mods aren’t something you shouldn’t use (especially here because we don’t like modding, money glitches, etc. for the most part) but free mods or just any mod menus in general could have malware and Trojan horses. Basically they are just a small line of code that a lot of people don’t see within the mod, that could put your pc and data at risk as that small line of code can give them full access to your computer

So your better off just not using mods (or modding) (especially not online because you can also risk your account being banned in game)

But if I had to say, only get mod menus that are trusted, and if you only plan to use them for story mode gta

Or you can just be smart and use steam workshop (however that works) as its basically free modding for story mode (imma guess)
