Do one steal mission (or the equivalent when buying). I’ve never paid for anything I could get for free so I don’t know how buying supplies works but it guarantees up to two sell vehicles. If the first segment is partially filled, you’ll get one and if one steal mission gets you one full segment and then some in the second segment you’ll get two.

I never used the crates warehouse past the setup mission because you’re required to make continuous payments and I’ve only ever sourced 4 or 5 cars for the vehicle warehouse.
