in GTA at least

armor plating makes the car more robust and protects it against explosions, but not bullets, because of R* logic

the windshields are all penetrable, the only REAL bulletproof car is armored kuruma, and even that one isn't 100%

some cars provide some protection by reducing the exposed shootable surfaces, like louvres in the back against being shot from behind, but that's it
