Sourcing air cargo solo is a lot of work (the land missions are quick but boring). (You get 1 crate per player per mission, so you wouldn't be going back and forth 3x like you might on special cargo.) The order you get these things is not that important, as I'm sure you can generate plenty of money by now. Go for the bail office then.
