so, the idea was:

It makes sense that there were considerations like this because the Velum approach vehicle mission makes absolutely no sense. You're stealing something that you already have and storing it in the place you already have it, to do the exact same thing with and depending on approach, triggering the exact same cut scene with it.

you can go with a more safe route by getting the plane (since you can have a disguise therefore you have more chances before you get thrown off), or a risky but fast approach

I still suspect that the original plan was, if you did scope with the Velum, you wouldn't have to steal another one for approach. Lending to my theory is that it's the only approach that you have to pay money for to do it in stealth, thus a little bit of balancing was considered. I think they just scrapped all of this because it was probably all too quick.

Cayo, then Dr Dre Contract, The Clucken Bell. Sometimes when you are doing the Clucken Bell setups, you might get a notification from Pavel to do Cayo Again( quickly go and pay the setup cost so you unlock hard mode) after that, resupply your business and Io at least 5 Contracts missions and 5 Payphone hits back to back because the contracts have a cooldown of 5 minutes and the payphone hits is a cooldown of 10. After doing 5 contacts, if you have time, you can Do the Cayo in hard mode. That was my grind.

Narcotics Chemicals and Medical supplies, however, have a cooldown so you can do a back-to-back Cargo like Narcotics, then when it is on cooldown, you can source either Medical or chemicals. When you have 25 of each, you will have a 35% bonus which is like a million.
