As a solo you cannot make 1.6M from cayo unless you have diamond which is very rare on regular runs

save wizard is basically a third party program for mainly ps4 that edits save files for games, you can use it on gta too (if i remember correctly it did get patched though dont quote me on that one as i havent used SW in a long time) it can basically give you advantages and/or unlock certain things that are often not able to be achieved with legit gameplay. the main use for it is making those ugly modded outfits and stuff like that. helpful to make a quick buck if you genuinely know what you're doing

it's not equivilant to a mod menu by any means though has punished SW users previously
