Emerus is for sure one of the fastest supercars ingame, excluding HSW, its main rival the Krieger does have a higher top speed but not by much. The Emerus is RWD so can be abit slippy on the rear, doesn't like bumps as much as other cars

pretty much anything where you get stuck in a public session is due to communications issues with the two primary hosts in any lobby.
there's the session host (the route by which your lobby info goes to r* ) and the script host (who runs all the stuff that goes on in the lobby).
they're decided by matchmaking, and if for example the host started the session from solo it is possible for both session and script host to be the same player.
this is the same for missions - there will always be a session host and a script host.

the exception to hosts being decided by matchmaking is on pc, where modders can and often do force either host - by force taking script host (needed for many mod things to work), or by kicking/crashing the session host and taking their place (needed to be unkickable by other modders, which is something most smol pp modders worry about). since modders are very often behind either a relay server or a crappy but cheap vpn, this automatically makes connections to them worse and degrades the session as a whole.

the black screens, cars not being able to be called in, missions not behaving properly etc is pretty much always down to communications problems between either or both of these hosts and you.

if it happens sometimes, then it's probably other people who have crappy internet. this is especially true for pc becasue, well, the thing i said about modders.
if it happens all the time, then it's most likely you.
