You can do them a lot more frequently so I don’t know if I would call it a nerf but it depends on how you play the game. If you want more money in fewer hits or be able to do more hits in the same amount of time.
The only thing that slightly interests me in the agency is the Imani tech vehicles which I don’t think is enough of a reason to get one so I don’t know which is better in practice but for all my other businesses I always sell less more frequently as opposed to letting it fill up.

Imani tech is mainly useful if you play on public lobbies and want to be somewhat protected from other players, but for NPCs is not really necessary, they don't use explosives except a very few cases, so you don't really need the "armor" nor the missile lock on jammer, the only thing that can "maybe" help you against NPCs are the mines a car can plant

listen, a long time ago, I used a mod menu, I was bored and stupid, and it did ruin my game, I stopped using it after a while and started an account from scratch, clean, no cheats, no glitches, all legit, and I restored the fun of the game.
When I used the mod menu, I managed to get all disrupt missions done, and it did nothing to the heist

buzzard mission, without cheating it's impossible to do solo, only if you have 2 friends to help you with it you have a chance, and the only thing you get is that in case they detect you, then they will have no choppers to shoot at you

I've done many other disruption missions, most of them have only a very small advantage if you do it agressively, then, maybe, it will make the enemies slightly easier to beat
