The buzzard (and any ceo vehicle for that matter) is only available while youre in your ceo. Upon joining someone elses MC or ceo you Will get kicked out of the vehicle

You will be able to access your hangar regardless of being a ceo or not, you could also put the buzzard in there to make it a personal vehicle. That way it'd stay after leaving your ceo if it's called in via the interaction menu under the vehicles tab

Apparently you have a greater chance at finding rarer stuff while on the island with your ceo group, I on the other had see no difference when I'm by myself or with others

two suggestions:

1. try working on windowed mode
2. if you're using Steam, there's a built-in screenshot function with F12 within the game, if not, then I suggest using an external tool instead of the Windows snipping tool, which sucks. I use Lightshot, very nice and configurable. You may need to disable the snipping tool keybinding, though, to be able to use PrnScr button.

Try checking in game settings, and if you have some other programs running such as Razer or NVidia GForce, they sometimes disable Win key while in game.
Try also Atl+Tab to switch off the game focus
