Depends on your intentions. Arcade lets you run the casino heist and opens the master control terminal if and only if you have a lot of businesses and can't be asked to go to each one. Nightclub gets you $50,000 for practically nothing as long as you maintain popularity. While it is true that the nightclub can do a lot better with all 5 underground businesses, you can totally add them later. I don't personally understand why people wait passing up free money but I'm sure it makes sense to others.

it still drives me crazy how, for example, TGG came up with a full guide on how to do the new cluckin' bell raid, on the same day it was released!
