@spark cairn , if you still cannot launch GTA Online, but you can play GTA V Story Mode, check your anti-virus software (mine is Windows Defender) and Firewall settings.
They could be blocking Social Club.
Add the Rockstar Games folder, GTAV.exe file, and anything related to GTA V like Social Club files as exclusions (i.e. not threats) or allowed apps to your anti-virus software and Firewall.
