Besides the Madrazo files, the pink diamond and presumably panther statue were not nerfed. Secondary loot besides gold were nerfed about 10%. The office safe can hold $20K-99K, down from $50K-99K. Some changes to odds of secondary loot spawns. And, solo cooldown 2 hours 24 min to be exact.

To get hard mode, you have to pay the setup fee within 48 min of the heist cooldown expiring. The heist cooldown is 48 min with others or 2 hours 24 min solo.

I usually set a timer and go to the planning board when the cooldown should be over. It will say the heist is not available yet. Just wait there 1 min, and you will get the notification.
