I generally take photos using steam feature for screenshots (F12) and it's saved in a folder I can access later, not sure about where the photos from your ingame mobile are saved

but a quick google search reveals you can access them online via rockstar social club, it's under /games/gtav/pc/snapmatic/myphotos
