It's mainly for when sometimes you're in a public session in free mode doing some errands and want to be left alone for a few mins. You can't play the whole game in passive mode

once you finish a heist, the soonest pavel sends you a message saying something like "things are cooling down..." you should go to kosatka and start setting it up again.
You don't have to do the whole setup and heist right away, but once you pay the setup fee it triggers the start and it will be hard mode. I think it's 48 min after finishing the heist (1 in game day)

Are you in a suitable location? Most aircraft need a wide open field to spawn. Airport, LS river, the field in the grapeseed area by the boxcar.
