If you want to better understand it, you should take a look at the "other", cleaner version of the panther statue

during missions prep, both getting codes from head of security or in the contract when you go to pick the music equipment from that korean DJ, on both cases you need to go to a casino penthouse, right?
So when you enter and go left towards the bar, right at the left side of the entrance you'll see a white panther statue, it's like the panther is climbing on a ball or something like that

You're getting there too quickly. You can go around the block and sometimes it will then spawn, but best to wait 10 seconds or so before driving over there.
