There is a specific acid sell mission where you get ambushed by the police on top of the parking lot....u can see the undercover officers already parked there sitting In their cars before we even trigger then....

the best way to learn how to drift is by not learning . When you're driving , hit the spacebar and maneuver with the steering and eventually you'll know how to drift like a pro. That's what I did. I can drift with almost any car now
