No, jumping into the water where you spawn into the compound from the drainage tunnel will instantly kill you. You have to exit the main gate of the compound and then go left and jump into the water.

fellas i got a question, why did i have to do get drills on the big con with group sechs? the times i did it with group sechs i remember not needing the drills (its on hard mode btw)
