The unique heist theme was completely wasted in favour of the protagonists being the bitches of the FIB for most of the story. Since you don't even do most of the heists for yourself, it feels unsatisfying. It doesn't even feel like a typical GTA crime drama with the silly FIB vs IAA and Merryweather plot but instead more like Splinter Cell.
