depends on what you are using and how you are using it
chaff is better to get the jump on things especially if you either have good missiles or a good shot at whatever you're going after within 5 seconds of popping within range. flares are better for getting away especially for planes when you are in a pinch and trying to get out of spinning away from missiles to get back at the attacker.
chaff best used: preemptive on planes or low to the ground with choppers for homing missiles
flares: all purpose jets/planes in dogfights getting out of defensive positions and choppers if you plan on moving around to dodge enemy missiles because you don't have enough firepower to destroy who's shooting you on the ground fast enough for chaff to wear off
